Depending on your selected Development Methodology, you can decompose Level 1 Entities (typically Requirements or Features) into Level 2 activities such as User Stories.
From within a Project -
- Select a Requirement / Feature / Analysis Level 1 Entity
- Select the Development tab and then the Features / User Stories section
- Click Create > Feature / User Story
Fill in all mandatory fields - Title, Description and Technical Priority

- You can then create the associated Tasks (Level 3 Entity) in the same way
